Background
The Joint UN Programme on HIV/AIDS in Nigeria is currently operating in a rapidly changing environment, with numbers of HIV/AIDS cases ranking number two globally. The epidemic has in several states moved from the high risk groups to the general population. The country's hope for effectively mounting and coordinating a mass national response is largely hinged on the State Authority Control for AIDS (SACA). A new paradigm is being formed taking into account global experiences for local action. Several multilateral and bilateral donors support the national programme

The Country's HIV/AIDS pandemic is widely hypothesized to be both a cause and consequence of this humanitarian crisis, with a particularly disastrous impact on people living with HIV/AIDS.

Within this context, the exceeding challenging nature of tasks and demands facing UNAIDS in Nigeria becomes apparent. PCB has encouraged strengthened support for country level (joint) governmental, multilateral, bilateral and nonpublic scaled up response to HIV/AIDS to meet the challenges faced. UNAIDS in Nigeria has thus proposed a management structure to suffice this demand.

Duties and Responsibilities
Under the supervision of the UNAIDS Country Coordinator, the National Programme Officer will:

Facilitate and promote collaboration on the National HIV/AIDS Program through liaising with SACA and other government institutions/departments. Build and strengthen state support teams in collaboration with SACA.
In collaboration with SACA develop national policy and guidelines on HIV/AIDS prevention and care by providing advice and guidance from a national and global perspective through concept papers, research methodologies and strategies from best practices.
Promote and develop the overall Joint State Support Strategy. Provide guidance to bolster the development and review of state plans with SACA and other stakeholders.
Build relationship and liaise with Public health experts in the bilateral, multilateral agencies and other government and private institutions on sharing of technical information and cooperation.
Liaise with Project Director and senior staff at SACA and State Ministry of Health & Family Welfare on State strategies.
Guide the development and necessary policies and strategies for further scaling up of eMTCT programme in close collaboration with the state, Local Government, and other partners;
Strengthening the State monitoring and evaluation and health information systems and supporting the monitoring and evaluation of the Joint Programme activities within the state;
Act as UNAIDS Hub for the National HIV/AIDS Programme on public health issues on HIV/AIDS.
Strengthening State level ART polices and standards of care and promote involvement of PLWHA in delivery of ART
Assist and undertake activities as desired by UCC

Background:

Catholic Relief Services (CRS) was founded in 1943 and works in over 100 countries globally. CRS was invited to establish a presence by the Nigerian Conference of Catholic Bishops in 2000 and has been one of the strongest PEPFAR partners in the country implementing HIV/AIDS projects since 2004 with an annual budget of approximately $35 million. CRS prioritizes capacity building for local partners as a means of ensuring sustainability of interventions across sectors. CRS has a strong regional team including three Regional Technical Advisors focused on HIV/AIDS and Monitoring and Evaluation who provide technical support to CRS Nigeria program



Specific Responsibilities:

A. Program Quality:

· Ensure that the program delivers quality core services to orphans and vulnerable children (OVC) and program activities are well coordinated with those of other OVC implementing partners.

· With key program staff and stakeholders, ensure program's strategic objectives and results are fully accomplished and meet expected technical quality standards.

· Ensure that the vision and plans for the program are innovative and are in line with CRS agency and country program strategies as well as those of PEPFAR and Government of Nigeria.

· Oversee periodic technical reviews and implement evidence-based changes in program direction and focus.

· In collaboration with program staff, provide guidance and technical oversight to partners and other collaborating agencies to ensure that lessons of sound practice are documented and disseminated.

· Oversee program's monitoring and evaluation system, using data analysis as the basis for measuring performance. Ensure that M&E learning is incorporated into evolving program plans.

· Ensure timely preparation and submission of high quality narrative reports to donors.

· Ensure integration of program interventions with other CRS programs or through linkages with other service providers.

· With program staff, ensure the delivery of quality training, technical assistance and administrative and financial support to all partner agencies, including the selection and coordination of consultants.

B. Management and Administration:

· Manage program budgets, including tracking of financial and material resources.

· Ensure accurate and timely reporting of program finances and progress status, review actual financial performance against the budget, and explain variances on a regular basis.

· Ensure staff compliance with all CRS administrative and operational procedures and policies, as well as applicable donor regulations.

· Approve program expenditures, budget adjustments, and cost modification requests to donors.

C. Representation and Advocacy:

· In collaboration with CRS country representative, act as primary program contact to donor and other local and international stakeholders, responsible for addressing all program matters.

· In collaboration with CRS country representative, strengthen linkages with existing and potential partner agencies.

· In collaboration with CRS country representative, oversee program communication strategies, including compliance with donor's branding and marketing requirements as well as CRS marketing and communication procedures.

D. Human Resource Management:

· Lead, manage and supervise a team of CRS and consortium staff to meet program objectives.

· Conduct periodic reviews of staff performance in keeping with CRS' performance management system and mentor staff to ensure high levels of motivation, commitment, capacity, and teamwork.

· Manage recruitment portfolio for the program, in collaboration with Human Resources and CRS country program management, to ensure optimum service delivery through recruitment of competent and qualified staff.

Qualifications:

· Masters Degree in Public Health, Social Welfare, Institutional or Organizational Development or related field required. PhD highly preferred.

· Significant experience in collaborating and building capacity of local Partners.

· Minimum of 10 years experience in managing large OVC programs with significant experience in managing PEPFAR/Global Fund programs required. Previous Chief of Party experience preferred

· Knowledge of key USG regulations including, but not limited to USAID 22 CFR Part 226 Administration of Assistance Awards to U.S. Non-Governmental Organizations, 22 CFR Part 145 Grants and Agreements with Non-Profits, OMB Circulars A-122, Cost principles for non-profit organizations and A-133 Audit of states, local governments, and non-profits preferred.

· Proven leadership and inter-personal skills and ability to build and motivate diverse and talented teams. Experience in managing consortiums a plus

· Proven experience in building and maintaining institutional linkages required.

· Experience with participatory methods and partnerships required.

· Strong experience working on complex and high risk programs.

· Public relations skills required.

· Proven ability to think strategically.

Main Responsibilities:

1. Identifies international legal issues of significance to OPEC. Examines, studies and analyzes these with a view to protecting and promoting the Organization's interests, goals and claims.

2. Reports on emerging international legal issues of significance to OPEC, draws conclusions regarding possible implications for OPEC and its Member Countries and advises on appropriate responses.

3. Conducts research into multilateral agreements relating to the WTO, global climate change, competition, energy and environment in collaboration with OPEC's Research Division.

4. In close collaboration with the Environmental Matters Unit, monitors international legal developments at the multilateral level (ICN, WTO, UNCTAD, etc.) and in international legal professional associations with a view to protecting and promoting the interest of the Organization.

5. Examines, studies and analyzes relevant national legal systems, policies and practices in the energy sector that may impact on OPEC.

6. Provides legal advice and interpretation on legal aspects of the Organization's relations with other entities, including contractual relations, questions of liability, arbitration and claims against the Organization.

7. Follows up relevant decisions of the Governing Bodies of the Organization, in particular, regarding legal studies and other international legal issues of significance to OPEC.

    Overall Purpose of Job:

    Monitoring and evaluation of all Oando Foundation programmes.

     

    Responsibilities:

        Oversee the development and implementation of M&E frameworks for the Foundation's Programme and projects.

        Develop detailed M&E targets and indicators for ongoing or proposed projects.

        Design tools for periodic (baseline, mid-term and end of projects) evaluations and assessments to inform project design and produce timely quality reports.

        Oversee on-site project monitoring and inspection.

        Partner with Programme Managers to develop reports, formats and evaluation tools and escalate issues.

        Monitor implementation of agreed work plan by project partners and evaluate progress against agreed timelines.

        Monitor adherence to the Foundation's policies and procedures.

        Stay abreast of related community/environmental issues that may impact project implementation and promptly escalate to the Oando Foundation Director and relevant Programme Manager.

        Review and analyse project partner reports.

        Prepare detailed implementation reports for the Oando Foundation Director.

        Monitor adherence to the Foundation's policies and participate in the periodic review of the operational policies and procedures in line with leading practices and recommend improvement opportunities.

        Carry out Performance Management activities for M&E Officer and relevant volunteers.

        Perform any other duties as assigned by the Oando Foundation Director.

     

    Key Performance Indicators:

        Degree of adherence to agreed quality standards.

        Number of unresolved identified project issues/constraints.

        Adherence to the Foundation's policies and procedures.

        Success rate of implemented projects as well as number ofscheduled projects implemented.

        Number of scheduled project completed.

     

    Personal Specification:

        A first degree in economics, statistics, sociology or any relevant discipline from an accredited university.

         Master's degree in a relevant discipline will be an added advantage.

        Eight (8) years work experience for a development agency or non-profit organisation with at least five (5) years at a managerial level in M&E.

        Demonstrated ability in the use of onsite/field M&E quantitative andqualitative methods and managementinformation systems.

     

    Preferred Competencies:

        Ability to think strategically and holistically.

        Strong critical thinking and analytical skills.

        Strong resource planning and utilisation skills.

        Strong organisation skills and attention to detail.

        Strong communication and writing skills

        Ability to prioritise and multi-task effectively

        Good leadership and people management skills.

        Strong appreciation of key trends in M&E.

        Strong proficiencies in Microsoft office productivity tools particularly Access, Excel and Word.
